Even if he was in a wing suit there would almost be no air to slow him down.It was the terminal velocity that have kept other skydivers from reaching those speeds. Even if they had fallen though and atmosphere at the size of 5 million meters, the terminal velocity had slowed them down. Joe was in a very low air conditions and therefore went really fast.
