You can't always tell by looking at them and there is no way to test them with a meter either because they operate on gases. Some people get lucky and see them shattered inside, but for the 90% of everyone else, the only real way to know if the lamp is bad or not is unfortunately to replace it with another Philips lamp. There are also a few DLP TVs that have LED lamp lights or blinking codes that may help establish a bad lamp, but even those can be wrong too.
