    I applied more financial resources the usual in order to gear up for the project, including but not limited to, hiring additional persons, up grading my workman's comp, and spending time in preparation and planning to accomplish the project. In addition, I did not bid other projects that I may have won, as this project would take the company to the limits of it's capabilities at the current point of the business plan. I was told in front of a witness, that I had the contract and should start planning to start the work soon. A month or so later, I received a letter, stating that I did not win the contract.
