These are a few steps to try in order to fix the Weather and City not showing up. Don't give up, when all else fails Keep Respringing : )

this is soooo annoying! Firstly I don't even have the question mark to begin with the weather is just 100% non existent and the dock is completely fucked its not flush and it doesn't have the slider bar its just really out of order. In saying that though I have the iPhone 3gs running 5.0.1 so I have no idea if it would really work.
