You don't get to the tribunal from 4 reports. You have to be reported on a staggering 20%+ of your games, and considering your friend had 4 reports on his case, he probably had more like 40-60% of games reported. Every punish on the tribunal deserves a punish. Give me the link to his tribunal case and I'm sure i can get you where his fault is, even one violation of the summoner's code is enough for a punish.

A friend of mine just got banned, even though he did nothing wrong. He had a bad game, sure, but he did not flame or anything. It was actually the other way around, his team flamed him hard. But thanks to his entire team being 4 premade, he got 4 reports on him. My friend even apologized for his bad game, but OF COURSE.
